Todd County EDA Evaluation

Project Description: Todd County is located in West Central Minnesota and has operated their countywide economic development authority with the same structure for close to two decades. The county is located on the periphery of some of Minnesota\'s prime tourist areas, but not quite central enough to reap the benefits. Accordingly, the county\'s per capita income is only 62% of the state average.Due to a recent staff retirement the county administrator and commissioners would like to re-evaluate their EDA structure, function and staffing. Accordingly, the county requested that the EDA Center conduct an evaluation of their EDA agency and provide recommendations to improve the structure, function, relationships and performance.
EDA Center Involvement: The EDA Center is working with the Todd County Administrator and Commissioners to:
  • Evaluate the organizational structure and past performance of their EDA
  • Examine the organization\'s relationships with other nonprofit and development organizations across the county
  • Compare the Todd County EDA with similar EDA organizations across rural Minnesota.
  • Provide recommendations on a new organization structure and functioning protocols for the EDA.

A report delineating the findings and the strategic plan will be presented to the CHEDA staff and Board of Drectors.
